Until the last round of Windows Updates, I did not see this issue more than once every few years.   The problem is that a ghost menu item will stay on the screen until a logoff occurs.how-to-elliminate-residual-menu-items-from-staying-on-windows

SOLUTION 1 DRIVERS:

  1. Update your video drivers

SOLUTION 2 DISABLE MENU FADES

  1. in the CONTROL PANEL click SYSTEM  (yes, there are many wayst to get to SYSTEM so do the one you like best)
  2. click ADVANCED SYSTEM SETTINGS (top LEFT menu)
  3. click the SETTINGS button on the PERFORMANCE section
  4. UNcheck FADE OUT MENU ITEMS AFTER CLICKING

TEMPORARY FIX:

  1. Change your monitor configuration in DISPLAY SETTINGS
    1. change the resolution
    2. if you have two screens, swap them
    3. change the monitor frequency
