In our case the problem was occurring on a Dell All in One desktop computer, but it has also been reported on Microsoft Surface laptops and tablets as well as many other computers with Intel U630 video which came with many Intel i3 i5 and i7 CPU‘s.

This doesn’t account for the issue happening on screens with no computer built in. For example this happens on my Dell touch screen. P2418HT This morning, brought up from sleep and the border is there. So it can’t be chip related at all. This is purely a physical screen issue. No driver other than possibly the monitor firmware could resolve this.

I don’t think this is a driver problem. I think this is a chipset or video card problem for most. Did your issue clear up after a few days?
