This doesn’t account for the issue happening on screens with no computer built in. For example this happens on my Dell touch screen. P2418HT This morning, brought up from sleep and the border is there. So it can’t be chip related at all. This is purely a physical screen issue. No driver other than possibly the monitor firmware could resolve this.

I don’t think this is a driver problem. I think this is a chipset or video card problem for most. Did your issue clear up after a few days?
