SOLVED: No Network Access when NIC Has Both a Static Address and an Autoconfiguration Address

If you have a no network access (can’t even ping the gateway or DNS server) and you find that your network has TWO IPv4 settings (one you/DHCP set and one autoconfiguration), you may have an IP conflict.

Try setting a new static address that you are certain is free and note that the ipconfig sometimes shows DUPLICATE ADDRESS which is a pretty good clue.

I recently blew 3+ hours on this issue under a fresh Server 2012 Hyper-V Virtual Machine.  Very  very frustrating.  I had set the IP to one that should be available (I even trying pinging it to confirm it was available) but it turned out that it just did not like that address but if I set it to a different static IP address, all was good.
