After trying EVERY solution on the internet, I finally went back to basics and downloaded all prerequisites from here: https://support.microsoft.com/en-us/help/2847882/prerequisite-updates-for-internet-explorer-11
and after manually installing every one, ie11 installed the first time. Previously, for some odd reason, the prerequisites were there but some were not........so finally after 4 days, DUH this works
I had the same problem, but I knew the issue was to do with pre-requisite updates to windows. I unhid the Windows MSRT and installed it then alot of updates became available and then I patched it up and blam was able to update to IE 11.
